The KS Dept. of Health & Environment is seeking an Environmental Program Data Manager for the Bureau of Environmental Remediation. This database and mapping manager position will oversee the contractor design and implementation of the bureau databases; as well as develop, implement and manage a complex BER database software training program. As the bureau GIS coordinator, this position plans, organizes, coordinates, and participates in the development and implementation of the bureau's GIS program. The position requires a strong communicator. $28.31 hourly; can vary depending upon experience and qualifications.
Non-exempt position responsible for overseeing, managing, and coordinating the development and maintenance of the county-wide geographic information system (GIS) databases, including the strategic and long-range plans. Responsible for compiling data required for land record map preparation or revision, including aerial photographs, survey notes, records, reports, and original maps to ensure completeness and accuracy.
Candidate must have good math skills and reasoning ability. Must demonstrate self-initiative and use independent judgment regarding GIS activities. Utilize ESRI based GIS software, ArcGIS, ArcMap Advanced, and Microsoft Excel to interpret data for use with ArcMap. Monitor accuracy of data and manage project timeliness, paying close attention to detail. Communicate with customers, employees, and other individuals to answer questions, disseminate or explain and address questions.
Required Education and/or Experience: Bachelor's degree from four year college or university, or four to five years related experience and/or training; or equivalent combination of education and experience.
The GIS Analyst supports data maintenance, editing, and manipulation for PTC and non-PTC environments. The GIS Analyst will perform duties in the office collaborating with the GIS, PTC, Engineering, and Transportation teams, as well as the business units supporting the management of GIS track and wayside data. Office duties include working under the direction of the GIS Manager and GIS Analyst Team Lead to process field changes into the GIS Track and Wayside database for consumption by PTC and various non-PTC needs. Other duties could include quality control of data, comparing track data with recorded video for change detection, validating track data in a lab environment leveraging GIS tools and PTC specific hardware and software, and coordinating with the GIS team.

The GIS Analyst will be responsible for performing technical tasks pertaining to the development of geographic data, maps, and applications. Position performs and assists with: geographic analysis, application development, database administration and design, project management, training, system configuration, workflow development, data maintenance, and customer service.
Beginning Salary is $19.30 per hour and may be higher DOQ.

Incumbent will support the Geographic Information Systems (GIS) program by maintaining the Kansas National Guard (KSNG) Common Installation Picture (CIP). Creates and maintains metadata in the FGDC format for each data layer created by the department or held in the GIS data warehouse. Maintains Enterprise related Databases and Servers for broad use in the GIS, Business Intelligence Applications and Web Mapping areas. Develops and establishes procedures for Enterprise GIS Database and ArcGIS Server tuning and performance monitoring. Designs, documents, and builds GIS database architecture and schema including tables, views, procedures, and permissions. Develops automation protocols for loading spatial data using data modeling and attribute mapping and manages the defined workflow routines. Works with GIS staff, CFMO Real Property, and Resource management teams to populate spatial and enterprise databases, provide performance tuning, and automate data loads or scripting. Administers ArcSDE, ArcGIS, and SQL Server users, roles and security models. Monitors and maintains ArcSDE performance and tuning as needed. Manages Geodatabase replication and monitors regular data update cycles. Performs geodatabase backups and quality checks. Develops mapping projects, maintains documentation to reflect the details of mapping requests for historical reference and operates and maintains large format engineering plotter to produce maps or drawing plans.

Provide information technology support for the Division of Planning and Development and IT Services as well as other bureaus and agencies.
This position primarily supports applications that are focused on roadway geometrics, bridge and rail crossing inventory data.
A major responsibility of this position is to perform all technical aspects of compiling accurate and complete Highway Performance Monitoring Systems (HPMS) submittal annually for Federal Highway Administration (FHWA).
