    The GIS CAD Technician plays a vital role in supporting the preparation, conversion, and management of spatial data and CAD files for ESS projects. This position works closely with the GIS Manager and Survey/Data Prep teams to ensure accurate integration of CAD linework into GIS platforms, assist in map creation, and support field data collection layers. The role bridges the gap between engineering drawings and GIS deliverables, helping drive accuracy and consistency across all project data.

    Key Responsibilities: 

    CAD to GIS Conversion

    • Convert CAD linework (DWG, DGN, KMZ, ORD) into GIS-friendly formats such as shapefiles and feature classes.
    • Clean and organize CAD files by removing duplicates, standardizing layer names, and simplifying geometry.
    • Apply and maintain layer naming conventions for compatibility with GIS platforms.

    Data Preparation & Map Support

    • Assist in the creation of feature class layers (points, lines, areas) for field data collection.
    • Support the configuration of dropdown menus, symbology, and attribute fields in AGOL and ArcGIS Pro.
    • Ensure exported layers align with project coordinate systems and Google/local site offsets.

    GIS File Management

    • Organize project folders, compress files, and manage uploads to ArcGIS Online.
    • Rename, delete, and restructure files in accordance with SOPs and team standards.
    • Assist with data version control, metadata updates, and QA/QC checks before publishing.

    Visualization & Documentation

    • Assist with map creation in ArcGIS Pro and AGOL for use by surveyors, estimators, and field crews.
    • Help create orthophoto overlays, PDF map sets, and high-contrast field-ready maps.
    • Produce basic visuals, including legends and map elements, as needed for reporting or presentations.

    Support & Collaboration

    • Work alongside the GIS Manager and GIS Data Prep staff to meet deadlines and ensure quality deliverables.
    • Assist with troubleshooting data issues related to CAD conversions or field mapping.
    • Participate in ongoing training and contribute to SOP refinement and documentation.

    Qualifications:

    • Associate degree or technical certification in Drafting, CAD Technology, GIS, or a related field (or equivalent work experience).
    • 1–3 years of experience with AutoCAD, Civil 3D, or MicroStation.
    • Familiarity with ArcGIS Pro, ArcGIS Online (AGOL), and shapefile/feature class workflows.
    • Basic understanding of coordinate systems, file types, and GIS field data principles.
    • Strong attention to detail and file organization skills.
    • Ability to follow SOPs and work independently in a fast-paced environment.

    Preferred Skills (Not Required):

    • Experience with TBC (Trimble Business Center) or ORD (OpenRoads Designer).
    • Exposure to field data collection tools such as ESRI Field Maps or Collector.
    • Understanding of civil construction project documents and terminology.

    This GIS Manager (PSE III) position is located in Topeka, at the Eisenhower State Office Building, and is within the Bureau of Transportation Planning. This position manages the computer software and data used to view and manage geospatial information about transportation systems, analyze spatial relationships, and model spatial processes. More specifically, the Geographic Information System (GIS) Manager designs and implements strategies, processes and system architectures for transportation-related GIS platforms.

    This position oversees the Linear Referencing System (LRS) for both the roadway network in Kansas and related, qualitative roadway element asset inventory. The incumbent also oversees the output of KDOT’s GIS data in the form of maps, reports and interfaces with other KDOT systems. The LRS and related systems must be responsive and provide quality data and insights because they support agency planning and decision-making processes, federal reporting requirements, and IT systems across all KDOT business units.

    Job Responsibilities may include but are not limited to the following:

    • Manages activities of the GIS Section, including planning, delegating and prioritizing efforts in accordance with KDOT needs and direction from Bureau/Divisional leadership. 
    • Supervises and provides direction and support to the engineers in charge of maintenance, modernization and enhancement of K-Hub, the agency’s linear referencing management system for all roads in Kansas. 
    • Supervises and provides support to the GIS staff who maintain and administer critical geospatial systems in collaboration with assigned IT support staff. 
    • Verifies that K-Hub LRS and other agency GIS data are available to staff, contractors, government agencies and the general public in appropriate or prescribed formats. 
    • Coordinates with the GIS Integration Team that is responsible for improving geospatial data, tools and processes within KDOT as well as integrating disconnected systems storing or using geospatial data. Represents KDOT on the various federal, state and local government GIS committees involving transportation GIS systems (as assigned by the Assistant Bureau Chief) to support public safety, emergency management and other interagency efforts, including the GIS Policy Board and the Kansas 911 Coordinating Council.
    Minimum Qualifications:
    • Three years of experience in planning, organizing, and directing the work of a department, program, or agency. 
    • Three years of experience in the development, management, and implementation of Geographic Information Systems (GIS). 
    • This must include significant work/experience in GIS data creation, maintenance and quality control as well as the creation of reports and static or interactive maps. 
    • Three years of experience supervising employees in a team environment.
    • Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered. 
    Preferred Qualifications:
    • Geographic Information Systems Professional (GISP) certification. Project Management Professional (PMP) certification. 
    • A working understanding of road, bridge, and railroad crossing design characteristics and construction elements. 
    • Ten years of experience in the development, management, and implementation of Geographic Information Systems (GIS). 
    • Five years of experience working in or collaborating closely with IT Project Management. 
    • Two years of experience with developing GIS applications/scripts and/or system interfaces. 
    • Two years of experience with relational database scripts and queries. 
    • Work experience using Esri GIS products and/or linear referencing systems (LRS) is preferred, especially Esri Roads & Highways.
