State of Kansas Agencies
The Division of Water Resources administers 30 laws and responsibilities including the Kansas Water Appropriation Act which governs how water is allocated and used; statutes regulating the construction of dams, levees and other changes to streams; the state's four interstate river compacts; as well as coordinating the national flood insurance program in Kansas.
The Kansas Water Office (KWO) was established in 1981 as the water planning, policy, coordination and marketing agency for the state.
The primary statutory function of the agency is the development and implementation of the Kansas Water Plan. KWO, in coordination with the Kansas Water Authority, also reviews all water laws and makes recommendations to the Governor and Legislature for needed legislation to ensure water policies and programs address the needs of all Kansans.
The Watershed Management Section implements Section 319 of the Clean Water Act, coordinating programs designed to eliminate or minimize pollution that does not come from the end of a pipe. The section develops and reviews strategies, management plans, local environmental protection plans, and county environmental codes intended to control nonpoint source pollution.
